Dr Abdulaziz Samaila Satumari, a finance professional and chieftain of the All Progressives Congress (APC), has formally declared his intention to contest the Hawul/Askira-Uba Federal Constituency seat in the 2027 general elections.

Satumari’s entry into the race is framed as an attempt to reverse the APC’s 2023 loss in the constituency—a defeat that marked the first time the ruling party lost the seat to the opposition. Satumari, who withdrew from the 2022 primary following an internal party directive, attributed the previous loss to “strategic errors” in candidate selection.

“I am coming not only to contest but to help the party avoid the embarrassment it suffered in 2023 when the person I stepped down for lost,” Satumari told journalists, describing the opposition’s victory as a result of intra-party friction rather than a shift in grassroots loyalty.

A Focus on Fiscal Oversight
A Fellow of the Association of National Accountants of Nigeria (FCNA) and the Chartered Institute of Taxation of Nigeria (FCITN), Satumari is positioning his candidacy around “intellectual-led representation.”

His professional background includes a recent PhD in Accounting from Veritas University (2025) and an M.Sc. in Finance from the College de Paris. With over 26 years in public sector accounting, Satumari argues that the National Assembly requires members with technical expertise to manage the country’s tightening fiscal space.

“My priority will be to utilize my professional background to transform the oversight process, ensuring that every naira in the national budget is meticulously scrutinized,” he stated. He noted that his legislative agenda would focus on bills designed to simplify credit access and reform resource management to favor high-impact infrastructure over recurrent waste.

The Road to 2027
The Hawul/Askira-Uba constituency is a critical flashpoint in Borno State’s political landscape. While Satumari holds traditional titles, including Garkuwan Dille and Yerima Uba, his path to the ticket will likely involve navigating the same internal party dynamics that led to his 2022 withdrawal.

Supporters, including youth advocate Idris Yau, claim that Satumari’s previous role in the APC Presidential Campaign Council and his local philanthropic efforts provide him with the necessary leverage to unify a fractured local base. However, as the 2027 cycle begins to take shape, the APC leadership faces the challenge of balancing veteran aspirants with the need to prevent further electoral upsets in the Northeast.
